FIDIC Certified Consulting Engineers programme in China

Extension of the expiry date for FCCES Certificates: 2016 & 2017 certificate holders

In accordance with the Regulations of the FIDIC Certified Consulting Engineers Pilot Programme and the extension announcement made last year, the certificates issued to the first batch of 512 FCCE certificate holders and to the second batch of 471 FCCE certificate holders expired on 30 November 2020. 

In order to ensure that the business activities of the FCCE are not affected by the expiration of their certificates, and to safeguard the common interests of the FCCEs and their employers, the FCCE Certification Management board has, after profound consideration and thorough consultations, as well as in agreement with FIDIC, decided that the date of expiry for the 983 FCCEs’ certificates (certificate number ranging from CE-00001 to CE-00983) will be extended until 30 June 2021. However, no certificates will be renewed or issued, only extended. 

The FCCE Certification Management board will organize recertification before 30 June 2021. The 983 FCCE certificate holders will have the opportunity to be recertified. After proving they have completed 48 hours of specified and open CPD activities, they will receive new certificates upon successful completion.

We sincerely hope that the FCCE certificate holders, their relevant organizations, clients and contractors will accept this proposal and that this action is well noted.

Important announcement - “Collection of CPD Credit Hours for Optional Activities of the 2016 and 2017 FCCEs”

In order to assemble evidence of the CPD credit hours for the optional activities of the 2016 and 2017 sets of FCCEs, and to be able to implement recertification for the certificate holders, and working in accordance with the “Management of Continuing Education Programme of the FCCE”, which was signed and issued by the International Federation of Consulting Engineers (FIDIC) on October 27, 2020, the FCCE Certification Management Board is notifying all the certificate holders of the document entitled: “FCCE CPD Activities and Credit Hours Registration”.

This document provides information on the activities for the FCCE Continuing Professional Development (CPD) and explains the credit hours registration requirements.

The FCCE Certification Management Board is requesting all 2016 and 2017 sets of FCCEs to fully understand this document and to fill in the two attachments accordingly. Important announcement - FIDIC Trainers CPD Activities and Credit Hours Registration and Self-assessment”

FIDIC Credentialing Limited (FCL) is the new certification body that undertakes assessments and awards certification of persons for a number of programmes, which include the FIDIC Certified Consulting Engineer (FCCE) and FIDIC Certified Trainer. FCL has formulated its governance and is now finalising its detailed processes for certification and renewal of certifications (recertification) - given certifications have a limited validity, which is three years for FCCE and FIDIC Certified Trainer. One of the requirements for recertification is for certified persons to undertake continuing professional development (CPD) during the period that they are certified.

Recognising that the CPD requirement was not previously specified for existing FIDIC Certified Trainers in China, a meeting was held with the FIDIC Certified Trainers of the FCCE programme in China on 21 December 2020. It was agreed at the meeting that FIDIC Certified Trainers in China will be required to complete at least 24 hours of CPD activities before their certifications are renewed. Following the meeting, a document entitled “FIDIC Certified Trainers: CPD Activities and Credit Hours Registration and Self-assessment” has been created. This document provides information on activities that would be considered appropriate for CPD for FIDIC Certified Trainers and it also explains the credit hours registration requirements.

All FIDIC Certified Trainers in China are requested to fully understand this document, fill in the necessary information, provide supporting evidence, together with a scanned copy of any existing certificate they may hold confirming they are a FIDIC Certified (previously known as Accredited) Trainer, and submit them in a zipped form to the email of Mr. Zhang Ruijie ([email protected]), General Manager of FIDIC Consulting Services (Beijing) Ltd. Important announcement - 447 Chinese Engineers Passed the FCCE Examination and Certification 

Following the assessment of the examination papers and a review of the certification materials submitted by each candidate, the FCCE Certification Management Board has determined that 447 candidates have passed the examination and certification programme. In order to ensure that the examination is fair and impartial, and the certification materials are true and effective, the FCCE Certification Management Board hereby publicizes the list of the 3rd group of qualified FCCE candidates.

However, no certificates will be renewed or issued, only extended. We trust that the FCCEs, their relevant organisations, clients and contractors will accept this proposal note the action taken.

FIDIC is proud to announce the great success of the World's first programme for FIDIC Certified Consulting Engineers. 

The World’s first programme for FIDIC Certified Consulting Engineers graduated some 512 students from across the country, after three training courses held over 2 years, concluding with an examination On July 30-31, 2016. The first FCCE examination was organized simultaneously in Beijing, Chengdu and Xi’an. A total of 512 candidates participated in the examination.

The second FCCE examination was organized on July 29-30, 2017 in Beijing, Wuhan and Guangzhou simultaneously. In total 467 candidates participated in the examination.

In total, 979 candidates have been designated as FCCEs and awarded Certificates signed by the FIDIC President.

The programme, endorsed by the State Council of China, confirms recognition of the FIDIC brand, and the FIDIC “Body of Knowledge”, as key ingredients in understanding international best practice for consulting engineers. 

The pilot programme has been heralded as a great success, paving the way for similar programmes in other countries, where enhanced recognition of the value of consulting engineers is being strived for. This special programme focuses on the business of  consulting engineering only and not on contract administration under FIDIC contracts. 

This programme was conducted in collaboration with CNAEC & the Peking University.
