Short summary experiences
As a partner of Tecuci & Paltineanu law firm, I specialise in construction law and administrative/procurement law. In 2002 I became part of the team developing the national framework for adaptation and implementation of the - then new - FIDIC standards to Romanian Legislation and MDBs requirements under the EU ISPA Programme. Working for over 20 years with FIDIC contracts and agreements, I have accumulated a vast experience in publicly and IFI financed construction projects as: environmental projects (WTP/WWTP, marine discharge; solid waste management a.o.), road infrastructure (new and rehabilitation), mining, green energy a.s.o. I also have extensive knowledge in terms of: circular (green) public procurement, PPPs, ethics and integrity and other construction related fields. _x000D_I represent the Employer, Contractors but also Engineers, therefore I have a full view and understanding of the participants’ different approach regarding FIDIC contracts/agreements. My participation is as a legal adviser (during the pre-contractual stage, contract execution, adjudication / arbitration phase), but also as claim expert/ contract expert - part of the consultant team, adjudicator’s assistant and adjudicator/mediator/conciliator/facilitator/neutral. I work in various regions with a rich cultural diversity and collaborate very well with all professionals, irrespective of their professional/educational background._x000D_In addition to being a speaker in various international events related to FIDIC, adjudication / DB, procurement and construction, I have also authored numerous training courses. I authored the Romanian chapter in ‘The International Application of FIDIC Contracts. A Practical Guide’, edited by Donald Charrett, December 2019._x000D_
