FIDIC has exchanged a letter of intent (LOI) with the Blue Dot Network (BDN) secretariat to work towards establishing a long-term partnership that would advance the uptake of internationally recognised quality infrastructure certification and strengthen the case for sustainable, resilient infrastructure investment worldwide.

A LOI was signed by both organisations on Tuesday 15 September 2026 at FIDIC’s Global Infrastructure Conference (GIC26) in New Delhi by FIDIC Chief Executive Officer Susanna Zammataro and FIDIC president Alfredo Ingletti, and by Edwin Lau, head of the Blue Dot Network secretariat.

The Blue Dot Network is an international initiative established by decision of the OECD Council and hosted at the OECD, set up to narrow the global infrastructure financing gap by certifying projects that meet globally accepted quality infrastructure standards, including the G20 Principles for Quality Infrastructure Investment. Its certification framework gives investors and governments an independent, internationally recognised benchmark for infrastructure that is environmentally and socially sustainable, resilient, open and transparent and economically efficient.

FIDIC president Alfredo Ingletti said: “We look forward to deepening our working relationship with Blue Dot Network. We are confident that a partnership between our two organisations will support the advancement of quality infrastructure investment and contribute to the delivery of sustainable, resilient and high-quality infrastructure globally.”

Commenting on this first milestone, Susanna Zammataro, FIDIC CEO, said: “We really welcome this partnership with Blue Dot Network because it connects FIDIC’s contracts, standards and technical expertise directly to an internationally recognised certification framework that investors and governments trust. It will give our industry a practical route to demonstrate, project by project, what quality infrastructure actually looks like and make that case more persuasively to the people who finance and approve these projects.”

Edwin Lau, head of the Blue Dot Network secretariat, said: “FIDIC is the global representative body for the consulting engineering profession and its standing across more than 100 countries makes it an invaluable partner for the Blue Dot Network. We are keen to explore the opportunity to establish an institutional arrangement in the form of a Memorandum of Understanding between BDN and FIDIC, to create synergies and add value to our work, advancing quality infrastructure investment globally.”

For FIDIC, this latest move with a key international stakeholder builds on a week at GIC26 that has already seen the federation strengthen its ties to the global resilience and sustainable infrastructure agenda, following its MoU with the Coalition for Disaster Resilient Infrastructure the previous day. Together, these two developments underline FIDIC’s growing role as a bridge between international standard-setters and the engineers and contractors who put those standards into practice on the ground.
