A chartered civil engineer with an established career in engineering and construction. Hugo has held senior positions contractors and consultants in Europe, the MENA region and Southeast Asia. He has led teams and successfully delivered multi-disciplinary projects from inception and planning, construction to final handover and post-completion management, including high-profile projects (over USD 1 billion).Hugo has performed a contractual risk assessment in pre-contract negotiations for a major power project in Egypt (USD $2.7 billion). He has lead dispute avoidance processes, mediating between contractors and clients as an independent expert and providing expert determinations on a major coastal and marine project in the UAE (USD 70 million). Hugo regularly prepares and manages different types of claims during the execution phase of projects, as he has done for an historical heritage building in Porto, or assesses claims supporting the contractual determination role of FIDIC Engineer, as he has done in a luxury resort in Morocco.Hugo is also involved in dispute resolution post project completion, preparing claims, supporting the preparation of submissions to Dispute Boards and arbitration, and acting as an expert or independent witness, as is the case in an ongoing arbitration under ICC Rules regarding the construction a power plant in Cape Verde (bespoke based on FIDIC Yellow Book 1999). Hugo has extensive hands-on experience in the evaluation and quantification of damages associated with construction claims, involving the increased time and cost of performance resulting from unresolved variations, disputed specifications, delays, loss of productivity, project management performance problems, and other causes. He has also been involved in calculating damages incurred by project owners as a result of defective work by contractors, as well as in the assessment of liquidated damages resulting from contractors’ delays.
