The FIDIC Carbon Emissions Management (CEM) Guidance, developed alongside the International Federation of Consulting Engineers (FIDIC) Carbon Management (CM) Guide, provides a practical contractual framework for managing greenhouse gas (GHG) emissions in construction projects. Building on FIDIC’s established principles of balanced risk allocation, the publication introduces a dedicated CEM Clause and Schedule of Carbon Emissions that integrate seamlessly with existing FIDIC contracts, including the FIDIC Red Book 2017. 

The Guidance transforms sustainability objectives into measurable contractual obligations, establishing mechanisms such as a Carbon Emissions Budget, reporting procedures, incentives for emissions reductions, and damages for exceedances. Designed to maintain contractual stability while embedding carbon management into project delivery, this book equips employers, contractors, and drafters with the tools needed to achieve accountable, lifecycle-based carbon emissions management in construction. 

This Guidance consists of five distinct sections: 

• Section 1: Guidance for the Preparation of Particular Conditions – Part A – CEM

Contract Data; 

• Section 2: Guidance for the Preparation of Particular Conditions – Part B – CEM

Special Provisions; 

• Section 3: Guidance for the Preparation of the Schedule of Carbon Emissions;
• Section 4: Guidance for the Preparation of CEM inputs in the Specification; and
• Section 5: Guidance for the Preparation of CEM Amendments to the General

Conditions of the DAAB Agreement and of the DAAB Procedural Rules. 

Before amending the wording of Sub-Clauses from the General Conditions, or adding new provisions, great care must be taken to avoid inadvertently changing the obligations assigned to the Parties by the CEM provisions.
